Our Partnering Program
Total Environmental & Safety, LLC (Total) developed our Environmental and Health & Safety (EHS) Partnership Program in response to an overwhelming need from our clients to outsource the management of some or all of their EHS regulatory compliance. Total has since become one of the nation’s largest providers of EHS regulatory compliance outsourcing. Our clients have used this service to ensure that they obtain and maintain EHS regulatory compliance with limited or no EHS staff.
As workers’ compensation costs skyrocket and compliance with EHS regulatory compliance becomes more onerous, companies and organizations are finding that available in-house EHS resources are limited. Our Partnership Program offers an alternative to hiring full-time EHS professional or assigning EHS responsibilities to already over-committed staff.

Total’s Partnership Program saves money and time, and can reduce the cost of EHS regulatory compliance up to 50%. The program also provides the ability for our clients to budget EHS regulatory compliance costs on fixed monthly basis.
Total’s Partnership Program offers flexibility and is designed based on each client’s specific needs. The program can be designed to include any portion of environmental or health & safety regulatory compliance – or all of both. The program can be further designed to 1) supplement EHS staff, 2) work on specific projects for a specified period, or 3) manage the entire EHS regulatory compliance effort and act as a complete EHS department.
How Does it Work
The Partnership Program begins with a detailed EHS regulatory compliance audit by a team of experienced environmental and health & safety professionals. The audit will include:
- A site, equipment and operation evaluation
- Interviews with key personnel
- A review of available EHS related documents
The audit will focus on the following laws and regulations:
- Clean Air Act (CAA)
- Clean Water Act (CWA)
- Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA)
- Hazardous Materials Transportation Act (DOT)
- Oil Pollution Prevention Act (OPPA)
- Occupational Safety and Health Act (OSHA)
- Resource Conservation and Recovery Act (RCRA)
- Superfund Amendments and Reauthorization Act (SARA)
- Toxic Substances Control Act (TSCA)
The information gathered during the onsite portion of the audit will be compared to federal, state and local laws and regulations to identify areas of non-compliance and opportunities for improvement. Based on the finding of the audit an EHS Regulatory Compliance Strategic Plan will be developed.
Based on the EHS Regulatory Compliance Strategic Plan, the amount of effort necessary to obtain and maintain EHS regulatory compliance will be determined. A determination as to the portion of the effort that Total will be responsible for will also be determined.
A Partnership Agreement will be executed for a predetermined period. The scope of work and amount of dedicated onsite and offsite hours will be clearly detailed in the agreement. The client will be invoiced 12 equal monthly payments per year.
